Despite police mistreatment, bathhouses endured and grew as cultural centers for San Francisco’s gay community until 1984. However, on March 27, at a meeting of the Harvey Milk Democratic Club, Larry Littlejohn, founder of the homophile organization Society for Individual Rights, introduced a municipal ballot initiative that aimed to close down the baths as a response to the raging AIDS epidemic.
